Intercell XFR Valve Failure (Right Forward) - Open When Fuel Not Low Level

WARNING:
WHEN YOU DO WORK ON THE FUEL SYSTEM WIRING, YOU MUST USE TEST EQUIPMENT THAT IS APPROVED (REFER TO INTERNATIONAL OR NATIONAL SPECIFICATIONS FOR INTRINSICALLY SAFE TEST EQUIPMENT: EN50020, UL913 OR EQUIVALENT). TEST EQUIPMENT THAT IS NOT APPROVED CAN CAUSE FIRE OR AN EXPLOSION.
1. Possible Causes- ACTUATOR-TRANSFER VALVE, R FWD SPAR [10QP]
RELAY-L WING TK LOW LEVEL CHANNEL B (7QP) 103VU RELAY-R WING TK LOW LEVEL CHANNEL A (8QP) 103VU RELAY-L OR R FWD XFR VALVE OPEN LATCH (14QP) 103VU - aircraft wiring

B. Test
(1) Read the:
(a) Paragraph titled Intermittent fault (Ref. TSM, 00-INTRO, 7.F(2)(b)2_).
(b) Technical Follow-Up (Ref. TFU 28.15.00.003).
(2) Do the Functional BITE Test (of the FLSS) AMM 28-46-00-740-001.
(a) Examine the FLSS STATUS page.
Look for one (or more) of the messages that follow:
Look for the (right wing forward ICTV) message XFR VALVE 29QM/72QM/10QP.
(b) If the message:
(a) If the two functional tests (in steps (2) and (3)) show NO FAULTS, the FLSCU-1 7QJ and the FLSCU-2 9QJ are not replaced.
(b) No more work steps are necessary.
4. Fault Isolation(1) Read the:
(a) Paragraph titled Intermittent fault (Ref. TSM, 00-INTRO, 7.F(2)(b)2_).
(b) Technical Follow-Up (Ref. TFU 28.15.00.003).
(2) Do the Functional BITE Test (of the FLSS) AMM 28-46-00-740-001.
(a) Examine the FLSS STATUS page.
Look for one (or more) of the messages that follow:
- L LO LEVEL SENSOR 15QJ1
- R LO LEVEL SENSOR 16QJ2
- FLSCU1 7QJ
- FLSCU2 9QJ.
- is not shown, do step (3)
- is shown, trouble shoot the identified LRU(s) before you do step (3).
NOTE: The COMMAND FLSS BITE option does not test the intercell transfer valves (ICTVs).
NOTE: The ICTVs are motor driven and the electrical power for these circuits is supplied from 206PP, 28VDC, BUS 2 ASM 281502. The ICTVs will not operate on battery power.
(a) Examine the FLSS STATUS page. Look for the (right wing forward ICTV) message XFR VALVE 29QM/72QM/10QP.
(b) If the message:
- is not shown, go to step (4)
- is shown, do Para. 4.A.
(a) If the two functional tests (in steps (2) and (3)) show NO FAULTS, the FLSCU-1 7QJ and the FLSCU-2 9QJ are not replaced.
(b) No more work steps are necessary.
Subtask 28-15-00-810-058-A ** ON A/C NOT FOR ALL
A. Procedure
(1) Get access to the ACTUATOR-TRANSFER VALVE, R FWD SPAR (10QP) AMM 28-15-51-000-001.
(2) Disconnect the electrical connector 10QP-A from the ACTUATOR-TRANSFER VALVE, R FWD SPAR (10QP).
(3) With a MULTIMETER - STANDARD check to see if 28VDC is available at pin B of the actuator electrical supply cable connector ASM 281502.
(4) If the 28VDC is available check/replace the ACTUATOR-TRANSFER VALVE, R FWD SPAR [10QP] , AMM 28-15-51-000-001, and AMM 28-15-51-400-001.
(a) When the actuator is removed from the aircraft make sure that the transfer valve drive shaft and valve are free to rotate.
(b) Repair/replace any unserviceable items found in (a).
(5) If the 28VDC is not available at pin B of the actuator electrical supply cable connector 10QP-A.
(a) Check with a multimeter to make sure that 28VDC is available at:
(c) Repair all the unserviceable wiring and connectors ESPM 2053210.
(d) Check with a multimeter to make sure that 28VDC is available at:
(f) Repair all the unserviceable wiring and connectors.
(6) Do the test given in Para 3.B.
(7) If the fault continues, check/replace theRELAY-L WING TK LOW LEVEL CHANNEL B (7QP) 103VU .
(8) Do the test given in Para 3.B.
(9) If the fault continues check/replace theRELAY-R WING TK LOW LEVEL CHANNEL A (8QP) 103VU .
(10) Do the test given in Para 3.B.
(11) If the fault continues check/replace theRELAY-L OR R FWD XFR VALVE OPEN LATCH (14QP) 103VU .
(12) Do the test given in Para 3.B.
(13) If the fault continues do a wiring check of the aircraft wiring ASM 281502 between:
(15) Do the test given in Para 3.B.

(4) If the 28VDC is available check/replace the ACTUATOR-TRANSFER VALVE, R FWD SPAR [10QP] , AMM 28-15-51-000-001, and AMM 28-15-51-400-001.
(a) When the actuator is removed from the aircraft make sure that the transfer valve drive shaft and valve are free to rotate.
(b) Repair/replace any unserviceable items found in (a).
(5) If the 28VDC is not available at pin B of the actuator electrical supply cable connector 10QP-A.
(a) Check with a multimeter to make sure that 28VDC is available at:
- terminal A2, RELAY-L WING TK LOW LEVEL CHANNEL B (7QP)
- terminal X1, RELAY-L WING TK LOW LEVEL CHANNEL B (7QP).
(c) Repair all the unserviceable wiring and connectors ESPM 2053210.
(d) Check with a multimeter to make sure that 28VDC is available at:
- terminal A2, RELAY-R WING TK LOW LEVEL CHANNEL A (8QP)
- terminal X1, RELAY-R WING TK LOW LEVEL CHANNEL A (8QP).
(f) Repair all the unserviceable wiring and connectors.
(6) Do the test given in Para 3.B.
(7) If the fault continues, check/replace the

- the pin B, ACTUATOR-TRANSFER VALVE, R FWD SPAR (10QP) and the terminal B1, RELAY-L WING TK LOW LEVEL CHANNEL B (7QP)
- the terminal B2, RELAY-L WING TK LOW LEVEL CHANNEL B (7QP) and the terminal A1, RELAY-R WING TK LOW LEVEL CHANNEL A (8QP)
- the terminal X2, RELAY-L WING TK LOW LEVEL CHANNEL B (7QP) and the terminal A, RELAY-L OR R FWD XFR VALVE OPEN LATCH (14QP)
- the terminal X2, RELAY-R WING TK LOW LEVEL CHANNEL A (8QP) and the terminal B, RELAY-L OR R FWD XFR VALVE OPEN LATCH (14QP)
- the terminal 1, RELAY-L OR R FWD OPEN LATCH (14QP) and the pin 11B, connector AA, FLSCU-2 (9QJ)
- the terminal 3, RELAY-L OR R FWD OPEN LATCH (14QP) and the pin 11B, connector AA, FLSCU-1 (7QJ)
- the pin 1C, connector AA, FLSCU-1 (7QJ) and the C/B-FUEL/XFR VALVE 2/WING/R (4QP)
- the pin 1C, connector AA, FLSCU-2 (9QJ) and the C/B-FUEL/XFR VALVE 2/WING/L (3QP).
(15) Do the test given in Para 3.B.
