Installation of the Outer Manhole Cover ACT

THIS PROCEDURE USES A FUEL SYSTEM ITEM THAT IS IN A CATEGORY KNOWN AS A CRITICAL DESIGN CONFIGURATION CONTROL LIMITATION (CDCCL). CDCCL IDENTIFIES AN ITEM THAT CAN BE THE SOURCE OF A POSSIBLE FUEL TANK IGNITION. YOU MUST KEEP ALL CDCCL ITEMS IN THE APPROVED CONFIGURATION. DAMAGE, WEAR OR CHANGES TO A CDCCL ITEM CAN CAUSE A POSSIBLE FUEL TANK EXPLOSION.

A. Aircraft Maintenance Configuration
(1) Obey the fuel safety procedures (Ref. AMM TASK 28-00-00-910-001).
(2) Obey the safety procedures when you work in a fuel tank (Ref. AMM TASK 28-10-00-910-001).
(3) Make sure that the ground service network is energized
(Ref. AMM TASK 24-42-00-861-001).
(4) Make sure that a WARNING NOTICE(S) is(are) in position on:
Subtask 28-11-37-010-060-A ** ON A/C NOT FOR ALL (1) Obey the fuel safety procedures (Ref. AMM TASK 28-00-00-910-001).
(2) Obey the safety procedures when you work in a fuel tank (Ref. AMM TASK 28-10-00-910-001).
(3) Make sure that the ground service network is energized
(Ref. AMM TASK 24-42-00-861-001).
(4) Make sure that a WARNING NOTICE(S) is(are) in position on:
- Refuel/Defuel control-panels 800VU and 801VU
- Fuel control-panel 40VU
- Additional Center Tank (ACT) control-panel 28VU
to tell persons not to operate the fuel system.
B. Get Access
(1) Make sure that the Additional Center Tank (ACT) is removed (Ref. AMM TASK 28-11-27-000-001).
Subtask 28-11-37-010-060-D ** ON A/C NOT FOR ALL (1) Make sure that the Additional Center Tank (ACT) is removed (Ref. AMM TASK 28-11-27-000-001).
NOTE: Always remove the ACT from the cargo-compartment before you remove a manhole cover from the ACT.
B. Get Access
(1) Make sure that the applicable ACT is removed from the aft cargo compartment:
(a) Make sure that ACT AFT2 is removed (Ref. AMM TASK 28-11-27-000-003).
(b) Make sure that ACT AFT1 is removed (Ref. AMM TASK 28-11-27-000-002).
4. Procedure(1) Make sure that the applicable ACT is removed from the aft cargo compartment:
(a) Make sure that ACT AFT2 is removed (Ref. AMM TASK 28-11-27-000-003).
(b) Make sure that ACT AFT1 is removed (Ref. AMM TASK 28-11-27-000-002).
Subtask 28-11-37-420-055-C ** ON A/C NOT FOR ALL
A. Installation of the outer Manhole Cover
(1) Obey the safety procedures when you work in a fuel tank (Ref. AMM TASK 28-10-00-910-001).
(2) Remove the cover-protection from the manhole of the ACT.
(3) Clean the surface of the ACT manhole with Non Aqueous Cleaner-- Petroleum Based - (Material No.08BBB1) and Textile-Lint free Cotton - (Material No.14SBA1) .
(4) Do an inspection of the component interfaces and the adjacent area.
(a) Make sure there is no unwanted material in the interspaces of the inner and outer manhole.
(5) Prepare for electrical bonding:
(6) Put the new AIPC 28-11-37-01-020 SEALING-FLAT (5) in position on the manhole of the ACT.
(9) Install the screws (3) and the washers (2) on the outer manhole cover (4).
(11) Torque the screws (3) to to between 0.55 and 0.45 m.daN (48.67 and 39.82 lbf.in )
in a sequence opposite to one another.
(12) Torque the screws (3) again in a sequence opposite to one another, two hours after installation of the outer manhole cover (4).
Subtask 28-11-37-420-055-F ** ON A/C NOT FOR ALL (1) Obey the safety procedures when you work in a fuel tank (Ref. AMM TASK 28-10-00-910-001).
(2) Remove the cover-protection from the manhole of the ACT.
(3) Clean the surface of the ACT manhole with Non Aqueous Cleaner-- Petroleum Based - (Material No.08BBB1) and Textile-Lint free Cotton - (Material No.14SBA1) .
(4) Do an inspection of the component interfaces and the adjacent area.
(a) Make sure there is no unwanted material in the interspaces of the inner and outer manhole.
(5) Prepare for electrical bonding:
WARNING:
THIS INSTRUCTION IS APPLICABLE TO A CRITICAL DESIGN CONFIGURATION CONTROL LIMITATION (CDCCL) ITEM. CAREFULLY OBEY ALL GIVEN INSTRUCTIONS WHEN YOU DO THIS STEP. IF YOU DO NOT OBEY THESE INSTRUCTIONS, A DANGEROUS CONDITION CAN OCCUR THAT CAN CAUSE A POSSIBLE FUEL TANK EXPLOSION.
(a) Do the electrical bonding of components with conductive bolts and screws in the tank (Ref. AMM TASK 20-28-00-912-802). (6) Put the new AIPC 28-11-37-01-020 SEALING-FLAT (5) in position on the manhole of the ACT.
NOTE: Always install a new sealing-flat.
(7) Put the outer manhole cover (4) in position on the ACT (1). NOTE: Make sure that the sealing-flat is not bent when you put the outer manhole cover in position.
(8) Apply a thin layer of Non Hardening Jointing Putty-Medium Temp. Area - - (Material No.06LCG9) on the screws (3). (9) Install the screws (3) and the washers (2) on the outer manhole cover (4).
NOTE: The screws and the washers of the bonding points must be installed on the initial position.
(10) Tighten the screws (3) in a sequence opposite to one another with your hand. (11) Torque the screws (3) to to between 0.55 and 0.45 m.daN (48.67 and 39.82 lbf.in )
in a sequence opposite to one another. (12) Torque the screws (3) again in a sequence opposite to one another, two hours after installation of the outer manhole cover (4).
A. Installation of the outer manhole cover
(2) Remove the COVER - PROTECTION from the manhole of the ACT (1).
(3) Clean the surface of the outer manhole cover (2) with Non Aqueous Cleaner-- Petroleum Based - (Material No.08BBB1) and Textile-Lint free Cotton - (Material No.14SBA1) .
(4) Do an inspection of the component interfaces and the adjacent area.
(a) Make sure there is no unwanted material between the interfaces of the inner and outer manhole.
(5) Prepare for electrical bonding:
(6) For ACT AFT1:
(a) Apply a thin layer of Mineral Oil base Grease-- Vaseline or Petrolatum - (Material No.03FAB1) on the new AIPC 28-11-84-30-020 SEALING-FLAT (3) in position on the manhole of the ACT (1).
(7) For ACT AFT2:
(a) Apply a thin layer of Mineral Oil base Grease-- Vaseline or Petrolatum - (Material No.03FAB1) on the new AIPC 28-11-84-31-020 SEALING-FLAT (3) or AIPC 28-11-27-24-020 SEALING-FLAT (3) in position on the manhole of the ACT (1).
(8) Install the sealing-flat (3) in position on the manhole of the ACT (1).
(9) Put the outer manhole cover (2) in position on the ACT (1).
(10) Make sure that the sealing-flat (3) is not bent when you put the outer manhole cover (2) in position.
(11) Install the washers (5) and (6) and the bolts (4) on the outer manhole cover (2).
(12) Tighten the bolts (4) with your hand in a sequence opposite to one another.
(13) TORQUE the bolts (4) to between 0.55 and 0.45 m.daN (48.67 and 39.82 lbf.in )
in a sequence opposite to one another.
(14) Do a check of the electrical bonding (Ref. AMM TASK 20-28-00-912-802).
(15) Apply surface protection on the bolts (4) and washers (6) (Ref. AMM TASK 20-28-00-912-802).
Subtask 28-11-37-790-053-A ** ON A/C NOT FOR ALL 5. Close-upNOTE: The procedure for the installation of the outer manhole cover is the same for all ACT types.
(1) When you connect/install the components, refer to the match marks made during the removal procedure.(2) Remove the COVER - PROTECTION from the manhole of the ACT (1).
(3) Clean the surface of the outer manhole cover (2) with Non Aqueous Cleaner-- Petroleum Based - (Material No.08BBB1) and Textile-Lint free Cotton - (Material No.14SBA1) .
(4) Do an inspection of the component interfaces and the adjacent area.
(a) Make sure there is no unwanted material between the interfaces of the inner and outer manhole.
(5) Prepare for electrical bonding:

(a) Apply a thin layer of Mineral Oil base Grease-- Vaseline or Petrolatum - (Material No.03FAB1) on the new AIPC 28-11-84-30-020 SEALING-FLAT (3) in position on the manhole of the ACT (1).
(7) For ACT AFT2:
(a) Apply a thin layer of Mineral Oil base Grease-- Vaseline or Petrolatum - (Material No.03FAB1) on the new AIPC 28-11-84-31-020 SEALING-FLAT (3) or AIPC 28-11-27-24-020 SEALING-FLAT (3) in position on the manhole of the ACT (1).
(8) Install the sealing-flat (3) in position on the manhole of the ACT (1).
(9) Put the outer manhole cover (2) in position on the ACT (1).
(10) Make sure that the sealing-flat (3) is not bent when you put the outer manhole cover (2) in position.
(11) Install the washers (5) and (6) and the bolts (4) on the outer manhole cover (2).
(12) Tighten the bolts (4) with your hand in a sequence opposite to one another.
(13) TORQUE the bolts (4) to between 0.55 and 0.45 m.daN (48.67 and 39.82 lbf.in )
in a sequence opposite to one another. (14) Do a check of the electrical bonding (Ref. AMM TASK 20-28-00-912-802).
(15) Apply surface protection on the bolts (4) and washers (6) (Ref. AMM TASK 20-28-00-912-802).

A. Close Access
(1) Install the applicable ACT in the cargo-compartment:
(a) For ACT AFT1:
1 Install the ACT AFT1 (Ref. AMM TASK 28-11-27-400-002).
(b) For ACT AFT2:
1 Install the ACT AFT2 (Ref. AMM TASK 28-11-27-400-003).
Subtask 28-11-37-710-050-A ** ON A/C NOT FOR ALL (1) Install the applicable ACT in the cargo-compartment:
(a) For ACT AFT1:
1 Install the ACT AFT1 (Ref. AMM TASK 28-11-27-400-002).
(b) For ACT AFT2:
1 Install the ACT AFT2 (Ref. AMM TASK 28-11-27-400-003).
B. Test(s)
(1) Do an operational test of the ACT fuel transfer-pump pressure-switch (Ref. AMM TASK 28-28-00-710-003).
Subtask 28-11-37-860-063-A ** ON A/C NOT FOR ALL (1) Do an operational test of the ACT fuel transfer-pump pressure-switch (Ref. AMM TASK 28-28-00-710-003).
C. Put the aircraft back to the serviceable condition.
(1) Make sure that the work area is clean and clear of tools and other items.
(2) On refuel/defuel control-panels 800VU and 801VU, fuel control-panel 40VU and ACT control-panel 28VU:
(Ref. AMM TASK 24-42-00-862-001).
